JSON League Structure Files

I posted this over in Technical Support and . . . crickets. I figure it doesn't hurt to try here.

I noticed a couple of weeks ago that there are four JSON files in the database folder that appear to describe league structure: MLB, KBO, and the British and Netherlands leagues. This seems awesome, if they are actually being used. It would make creating and sharing league structures so much easier. However, I don't see any discussion of these files anywhere.

So that's my question (really a series of questions):
1. Are these files being used by OOTP?
2. If so, how are they being used.
3. Is there a data dictionary available. The file structure is a mix of self-evident and opaque.
4. Is it possible to output an existing league structure in the JSON format being used.
