Dev lab?

Question? Is it a known thing that the dev lab doesnt occur on challenge mode and/or drive to the pennant games? I am playing a save that is both of these, and I can't access the dev lab. This happened before and I thought it was just a glitch, but now I am realizing it probably isnt

As I do not play challenge mode, I can't comment on that but when it comes to pennant mode, it will not be allowed until AFTER you complete the pennant mode year. Then everything will become available to be used.
