WHL Playoff Bracket Incorrect?

Here are the regular season standings and the playoff bracket.

It looks like:

Medicine Hat (1) vs. Calgary (7)
Brandon (2) vs. Edmonton (5)
Lethbridge (3) vs. Red Deer (4)
Moose Jaw (6) vs. Regina (8)

This looks wrong but I'm happy to be corrected.

Re-seeding after the first round also seems wrong. The matchups were:

#3 Red Deer vs #1 Medicine Hat
#2 Moose Jaw vs #1 Brandon

It should have been (based on regular season points):

#4 Moose Jaw vs #1 Medicine Hat
#3 Red Deer vs #2 Brandon

That doesn't seem to match what the WHL website says:

The first-place teams in the two Divisions in each Conference will receive the top two playoff seeds in the first round only based on Regular Season points. The next six Clubs in each Conference, based on Regular Season points, will receive the third to eighth playoff positions.

Clubs advancing to the second round and Conference Championships will be re-seeded each round based on Regular Season points. The two Conference Champions will advance to the WHL Championship Series, with the Club possessing the most Regular Season points receiving home-ice advantage.

Even if division winners take precedence in later rounds (although it says it is re-seeded based on points), the first round was incorrect.
