League "dumping players" between seasons

I have an odd issue where the league is releasing players at the end of the season. This has happened the last 2 seasons (out of 10 seasons). This last season, all of the AI controlled teams released the players from their minor league teams.

The other part of this is I see players that are listed as "free agents", but when I go into the free agent screen there are no players to be found.

I only have one league that this is happening in. My oldest league has been solid with no issues. I set both leagues up the same, except the league that I am having an issue with was created as rookie only, no veterans and no history so that everything would start fresh as far as records go. All teams started empty and drafted everyone new.

For 8 seasons, everything went without a hitch. Now this is happening and I cant seem to figure out what is different about it.

Im worried that teams wont be able to develope as intended because the players that they drafted have been let go.
