Lock to team is not locking players with AI setup minor leagues.

Players between rookie leagues are being shuffled onto different teams even when lock to team is enabled. No idea if this is a broader issue than just rookie ball but I just tested it on a fresh save and it happens every time.

Any update on this issue? I haven't experienced it up til now, but on my latest run through I've been having this issue.

I filed this as a bug, so we can try to take a look at this and see what might be going on.
