Ticket sale problem

Having an issue with ticket sales. Had about 10k season tickets sold. Playing as the expansion Rays in 1998. First 4 game home series to start the season we had an additional 25k tickets, around 35k attendance with tickets set at 14. Had 8 away games after that series.
And the next 3 game home series attendance was only season tickets. (negligible amount of ticket sales, like 10 or 15 in addition to season tickets.) I tried changing the price lower and went to start the next series, still only 10k attendance. Kept cancelling out of starting game, lowering prices until it was one dollar, and still only getting 10k attendance, just the season sales.

89 - fan interest
96 - fan interest modifier
7 - fan loyalty
4 - market size

Any idea if this is a bug? Or is this typical ticket sale behavior? Is there a few games lag in between changing ticket prices and seeing it reflected in attendance? I also tried changing the fan interest, market size, etc. and still only getting the 10k attendance when I go to start the next game. Simmed 6 games, all just season tickets plus maybe 10 or so regular tickets sold.
