Draft suddenly enabled in historical mode - what am I doing wrong?

Hi all, quick question. I bought the game recently and am doing a historical replay, starting at the beginning. I turned off the rookie draft because I want players to debut with their real clubs.

Simmed through the NHA years, no problem. League switches to NHL in 1917, and suddenly it wants to do a four-round entry draft, which is something I had disabled. I assume there's some box I'm not checking or something, but I also assume it's fixable because I haven't advanced past July 1. Can anyone tell me what I'm missing here?
