Yes, the number of complete games is up, even by 1967 standards. I'm looking at a complete game rate of 21% in my leagues. 1967 rate was 12% (remembering that there are two starting pitchers per game). I'd put it down to not having injuries, emergency starters, double-headers, or fringe pitchers with low stamina starting in PT. All of that combines to ensure that quality, high-stamina pitchers are starting the vast majority of games.

One of my Stiebs just tossed a complete-game win despite coughing up four runs on twelve hits. 105 pitches. Two double plays and a triple play (3000 PP, woo hoo!) to back him.

I've got another Stieb in Iron league who's thrown 90 innings in ten starts. Only seven complete games, though. He went 8 and the 8 1/3 in his two losses but made up for it with 10 2/3 in another start (141 pitches). Ah, the good old days, when pitchers were expected to finish what they started.
