Question about random debut...

Is there a way that you can block anyone that has not played in the NHL? I am seeing drafts with guys that have never played a game and they are top D or forwards on the teams. Is this possible?

Problem is without those guys the draft class would be pretty weak. It's bad enough as it is now.
