League Explanation - NZIHL, Spain, Lower Euro Divisions

Hey Lads

Would someone please be able to explain how leagues work in this game? It seems like there is lots of leagues in the game, but only some are playable/controllable? Regardless of whether the league is playable/controllable, is the New Zealand League, Spanish League and other lower level leagues in the game? Lower level leagues as lower divisions in Countries that surely have their top division or 2 in the game such as Finland, Germany, Sweden, France etc...

Hopefully someone can explain how it works to me as well as if those leagues I had mentioned by name are in the game.
