logo alt assistance....

was wondering if someone with more talent and expertise could alter the colors of this logo? Starting from the outer to inner of the word TORONTO there are 3 colors...so first alt would be to change the outer border to white (ffffff), moving in, the next alt would be to change the blue to red (da291c), and finally the last alt would be to change the white to blue (041e42)...i hope the instructions are easy to understand...
