AI keeps DFAing Minor Leaguers

Every week I'm having to assign multiple leaguers who are on my DFA page. One of them was a draft pick from last year. Never happened to me before, so assuming this is a bug.

I think there's a bug with one of the control minors settings that's likely causing this, once that's fixed up this should be better.

Ok, so actually talking this over more with Matt, this is a new mechanic we are using to allow the AI to more efficiently process minor league signings without the AI having to run full org adjustments each time they are made.

Yes, some players you see in the DFA list if you have designated controls to the minor league managers might be minor league FA signings. We'll look at other ways we could handle that without that temporary holding spot.

All these DFA guys are promoted from the International Complex.
