How does one manage their club’s minor league system as well as scouting?

Me personally. I manage every aspect of my MLB team. For the minors I typically manage all signings, movement up and down….but I let my MGR set lineups and rotations. The only thing I set in that regard is forcing the five I want to start in the rotation. Then mgr sets bullpen and sequence of the starters
