No, those two leagues deliberately have a short preseason so the teams have rosters as complete as possible before the first time they have to play a game - if the preseason started earlier, they'd sign a bunch of players to fill the roster because the NHL demotions hadn't happened yet, which would leave them with far too many players a week or so later.

b) on July 1st if you edit the amount of games say for ECHL they play 72 games, can you increase that on July 1st in a standard game or is that hard coded?

It's editable.

Yes, you can change the number of games on July 1 for the ECHL.

I'm not sure. Also, Provo (NCDC) doesn't have a team anymore.

They tried playing in another town this year but got granted a leave. They will be back when the renovations are completed in Elliot Lake.
