Salary Cap/Payroll Calculations Still Have Issues

I reported this issue previously, and I believe Jeff said he'd look into it. However, it appears this hasn't been corrected.

I am trying to make a trade, but the AI GM says their team has can't add this much to payroll.

I am trying to trade them a player making $1.25million - they have $6,473,506 in budget and about $6.4 million in cap space so I don't know why they don't feel they could add this contract.

Can you show me a screenshot of their finances screen? I'm wondering if there might be cap hit penalties/retained salary or something similar involved.
