My top prospect not involved in prospect ranking

I'm not sure if this is a bug, or if im just missing something?

But why arent my top prospect Michael Misa involved in the leagues prospect ranking?

The depth chart prospect list has slightly different criteria, the rankings will stop considering a guy to be a prospect a little sooner than the depth chart will.
