Only able to offer 1 year ELC to certain qualified RFAs

It seems under certain circumstances you can only offer qualified RFAs a 1 year ELC contract. I've seen this happen quite often but I'm not sure what triggers it. My best guess is it has to do with either players signed to ELC from Europe or players that haven't played an NHL game yet. Both are the case with this player.

I've uploaded the save to the FTP server as "FHM11-1-yr-ELC.zip"

This is a rule. Stealing this from PuckPedia;

Entry Level Contract - # of Years
The length of the Entry Level contract is outlined in the CBA Section 9.1b:

Signing Age* Years of ELC

18-21 3 Years

22-23 2 Years

24 1 Year

25+ No Limit & Not-Entry Level if drafted from North America

25-27** 1 Year if drafted from Europe

*Signing Age is age on September 15 of calendar year in which first contract is signed, regardless of actual age when contract signed.

**Players who played in Europe at the time they were drafted and sign their first NHL contract at ages 25-27 sign a 1 year Entry Level Deal. If the European Player has not signed a contract by age 28, he is not subject to an Entry Level Contract
Although yeah, he's already an RFA having signed a ELC before. I'm guessing it's because he hasn't played in the NHL yet. I'm not sure on that rule.

Ah thanks for pointing out where the 1 year is coming from. As far as I know you can't sign a 2nd ELC. Maybe I'm wrong, but it seems to me that's the bug here.
