How on earth do you use this in GIMP? All it displays is the base image. Where are the layers and such? If you guys have figured this out, you're doing better than I am.

GIMP can be hard to jump into. I highly recommend a quick course (I took one on LinkedIn Learning) to just understand how everything works generally.

Using this template, how do you import logos in Photoshop? I can edit colors and sleeve/collar types, but I'm not quite sure how to place a custom logo in the center of the uniform.

What I do is open both thge jersey and the logo. I use the Square Rectangular Marquee tool, which is shortcut M. Then go up top to edit, copy and then go back to jersey and paste it. Then I click on the move tool, shortcut V and if you got to one of the corners it'll give you a angular arrows that allow you to resize it. Or you can use the toolbar up top and type in a exact percentage.

I really need to get on it. To make it user friendly for novice people I gotta try to sort some things and make it nice and simple to use.

It would take 5 minutes to load a template with just a few basic options but a lot of people seem like they do not understand how to use shapes in Photoshop to design their striping, etc.
