ECHL unable to sign 20 year old

Not sure if this is a bug or not but i thought i would ask. July 1st 2025 (Year 2) I have the save if needed. I am a ECHL trying to sign a 20 year old, has no rights except for a OPJHL. However i cant offer him a contract like in the drop down menu theres no contract button but he is a Free agent.He was previously a overager in OHL no one owns his rights but the OPJHL team.

Edit: Nevermind on this I didnt realize he got a verbal to CIS the one player.
