NIHL Foreigner Cap Issue

Found another 'bug'. One that was in FHM10 as well

In the Planet Ice NIHL Division in the UK, there is a foreigner cap of 3,for every time except the Solway Sharks.

Tested it by loading up a July 1st game, using commissioner mode to release all players and the next day they have a large set of foreign replacements, when anyone else with the cap struggle to sign a single player

Ah, it's because they're Scottish and thus technically foreign the way the game looks at it. So, I have to adjust the league's foreign player usage for foreign teams to fix that. You can actually do it in commissioner mode on July 1 in your game if you want to edit it now, on the Rules tab change "Max Foreign (Foreign Team)" from 99 to 3.
