I can't tell whether there is a problem with OOTP or not because it depends on the frequency of these occurrences, but it is not super rare for young pitchers to lose velocity, even if healthy. It tends to happen more to the guys with above-average velocity, but it is common overall, especially in the minors.

Jhoan Duran is the biggest example this year, having lost 2mph from his fastball despite being young and healthy. Zach Thompson from the Cardinals I think is another case.

I think it is great that you're fixing player development and will look into the international issues. I just wish myself and others who pointed these issues out at least two months ago weren't gaslit by players and devs that were saying everything was fine, nothing to worry about!

Although I *think* I found a temp workaround for the internationals. I create a "rookie league" for players under 19 & turn DSL into a league everyone can play up until they turn 21. FSL and Arizona league have a minimum age of 18 to play.

The rookie league I make the stat threshold lower than DSL, so 17 year olds can come in and play well.

Maybe I am wrong, but being able to play and have decent stats seems to really help... Otherwise what happens:

-players getting called up from the international complex way too soon and are unable to compete, therefore getting their ratings killed
-players staying at the international complex and falling off a cliff anyways

I have been reporting this issue for the past month and have not heard any response from devs. If it is not fixed in the next patch I think I will give up.

I am still seeing the AI make strange defensive default lineups even with the next hot fix/91 patch.

Example: chooses to DH a 1B who previously won the gold glove (70 defense rating), and is playing a guy who is primarily a LF (1B rating 30) at 1B
