Manager Exceeds Without Being Rated High

I have this AAA manager who wins and is selected Manager of the Year three times! He now wants a promotion, but with his ratings he should be fired!!! Help me think this through.
Do the manager ratings really have no effect on the team? Maybe his teams are just very good.
The manager has average relationship with team.
Seems like you would see the best rated managers have the best records, but this example is not the case.

Here it is, but I am in the off season and the roster is not like the season ending roster.

Another question too.
Why do we have on the team strategy page an option for both a "manager strategy" and a "team strategy"?
Seems like the we would always want the manager's strategy. I always use the "ask xxx manager for strategy". Does one over-ride the other?

Also, the manager in question has had 7 years of managing and with a roster that turns over at AAA.

i'm sure it has an impact because tehy wouldn't code it, but i don't think the impact is large. In the end a good team will beat a bad team more times than not even if the bad team has a good manager, as it should be.

I think it’s for situations, for example, where you have a team full of baserunning incompetants, except for one speed demon. You’d use the overall team strategy to stop guys from stealing, but use the individual strategy to override and allow your speedster to steal as much as he wants.
