High School feeder league

Has anyone ever set up a league where they focused on the high school level feeder system? Is this even possible? Can you play/watch the games like normal major league games?
I know you have to change min and max ages in options to make it "realistic".

Anyone ever played around with some idea like this before? I dont know much about the feeder leagues to begin with.

I've tried a couple of high-school-age teams and it seems like generated high school pitchers throw way too hard. I've seen 15 & 16 year old kids throwing 90 mph. Is that realistic? Hard to believe.

At a local high school, we had a kid throwing 90 mph heat. Turns out he was at least 4 years older than his listed age.

I’ve toyed with it. I as at one point thinking of a Michigan HS league with all the teams, but a 664 team set-up would be daunting.
