Tactical Setting and AI

When I ask the AI (computer) to set up organizations including tactics, does it optimize for best tactical fits? Or is it more random. I notice if I hit the bottom it changes sometimes. Just wondering if I can rely on the assistant to set all that up.

I've noticed this also. It seems randomized. I will post this question since this one looks to have been ignored
