Creating a European Hockey League

Hi everyone. I am currently playing a save that I ported over from FHM9, it's the year 2070 and I am trying to create a European Hockey League in this save (not a custom save btw). I know that I can't add new leagues, so I thought of changing the SPHL to this new league.

In some tests that I have done, I changed the country of the SPHL to Sweden, removed all the existing SPHL teams and added new European teams from different countries. However I notice that the new teams' rosters tend to be mostly Swedish players, is there any way to make it such that the rosters are filled with players from the team's country? (e.g. Rome with mostly Italian players, Paris with mostly French etc)
