Error when copying any games over to new machine

I have a new machine. Both old system and new system are running off Steam, V25.6 Build 71 (most current push).

Whether I copy all .lg files over to a hard drive and then load onto new machine or if I try using a QuickStart code, I receive errors.

First error is: Could not load injuries file.
Next error is: Problem occurred while loading league files. Click OK to create incident file.
Again receive Could not load injuries file.
Then receive: loading of database failed. It is either corrupt or a save-game from older version.

I have tried it on 3 different leagues and all same errors. However, on my old machine, the games/leagues continue to operate fine.

Additionally, I can not start a new game on new machine now either.

I have completely removed and redownloaded OOTP from Steam and I continue to receive same errors.
