AHL team - can't sign free agents

The financial page show my team as having $695,860.00 available for free agents, which in so surprise since all previous potential free agents left on July 1. Additionally, my team has no Goalies and only one possible player to be sent down from the NHL team.

I've attempted to negotiate with many free agents, come to an agreeable contract, yet the "submit offer" button will not light up as a link.

I cheated that last season by being commissioner and assigning two goalies to the team. I'd rather have the financial headache of figuring out a budget!

Suggestions?
