Junior League balance

I'm trying to set up a custom league that will include several junior leagues to draft from. Basically, I'm mimicking the real hockey world but with fictional leagues, teams and players.

I've been trying to set the league strength for my junior leagues according to the guide. This is where I'm at at the moment:

CAN Western Junior: 0,70 - 20 teams
CAN Central Junior: 0,70 - 20 teams
CAN Eastern Junior: 0,70 - 20 teams
US Western Junior: 0,62 - 20 teams
US Central Junior: 0,62 - 20 teams
US Eastern Junior: 0,62 - 20 teams
Swedish Junior: 0,65 - 30 teams
RUS Western Junior: 0,68 - 20 teams
RUS Eastern Junior: 0,68 - 20 teams
Finnish Junior: 0,55 - 16 teams
Czech Junior: 0,50 - 12 teams
Swiss Junior: 0,45 - 8 teams
Slovakian Junior: 0,45 - 8 teams
German Junior: 0,45 - 8 teams

My Major Leagues has 16 teams at the moment, but we're drafting 5 star potential players in the 7th round.

How much do I have to lower the league strength to make it somewhat realistic?

It should balance out more over time, but you have an awful lot of teams creating an awful lot of players for probably a relatively small number of top teams, correct? That affects that ability too.

Yes I have. In the real hockey world, there are an awful lot of teams generating an awful lot of players to a relatively small number of NHL teams. But the superstars are found in the first half of the first round in the entry draft.

Why am I not able to balance this myself on start-up?

The strength of the junior leagues doesn't determine the potential of players generated for them, that's still keyed to the top-level league. There are some limits on the number of top prospects generated, but a 15:1 ratio of junior to top teams is going to overwhelm them. Shoot for no more than about 5 or 6 to 1.

I'm not shooting for anything less. Go big or go home. It works in Standard Game, so I think I should be able to do the same in a custom league setup.

As someone mentioned, the game balances this over time. 5-7 years in, the drafts look more realistic.

I'm gonna balance this manually when I'm starting up the actual online league. I just think I should be able to tinker with this through settings on startup, instead of going into player by player and edit their potential.

So this ratio 5/6:1 is per e.g. only U20 teams only or it contains also u16 and u18 teams?
