Relative OVR/POT ratings very inaccurate in lower levels
i'm running a pro/rel league, and I noticed that the overall and potential ratings are massively reduced from where they should be if you set it relative to the lower levels - e.g., in the third tier, if you set ratings relative to that league, the best players have an OVR/POT rating of 45, max. This still happens even when their individual ratings are all in the 70s. I attached an example of this but this seems to happen to everyone - and it gets worse the lower the skill level of the league, so the lower you go, the lower everyone's relative ratings in that league are. I've re-scouted, restarted, etc. and still get this issue.

Not seeing this at all in my standard MLB game. Overalls go up, as they should, when lower level players are set relative to any minor league club.
If I set relative to "rookie ball' almost every player has 80 potential. Go up to A and there are still a lot but less than on rookie. Move up to A+ and that trend continues, ie less 80 ratings but still quite a few. This holds true for every step up I take. With v25's new expanded ratings model the low level clubs have become more accurate in my game, not less. Perhaps a pro\rel league issue?

I may be mis-remembering, but wasn't something like this happening at release for the KBO league when setting relative to the MLB and it got fixed?
