Draft class missing from historic career play

I have tried multiple time to play historic career from 1998 (Tampa) but when I get to the draft there are no players. I have made sure historic rookies are checked. I can import from ootp 24 but once those player are drafter then next draft is blank. I uninstalled and reinstalled the game and still not functioning. UPDATE: After going through both OOTP 24 and the current version, I found that in the past it defaulted to display no year when you changed the first draft to June and then in 1999 it begins again. In the current version it stay in 1998 which makes the first draft blank. It does fill out the next year. It appears to be an internal change to the new game.
