Question about quickstarts and patches/updates

I like to play with the real rosters, but I eventually tweek players, etc. When I download the latest patch besides the roster changes, do the other changes take effect when I start a new quickstart, or only when I start a standard game? Like if the update is "Fixed injury rating underflow in rare cases for outstanding speed and stamina development program results" would that take effect on my quickstart? Hope that's clear, thanks.

It varies depending on the issue. Most issues will work with games in progress. The issues that sometimes won't are changes to player creation (or they would work but potentially not for a few years into your game depending on how far out the draft pools have been seeded for), or any actual ratings updates or database corrections.
