Another "I'm over budget" question

So, I suppose my question is this: is the over-budget text purely cosmetic (i.e., it is having no actual affect on the budget), or is it resetting my budgets to half the baseline despite the number that appears (i.e., though my player dev budget is set to $30M, it is operating at $5M)?

It's a cosmetic issue, was in last year's version as well.

It looks like those warnings are checking the wrong value. We can clear that up
