Rule 5 Draft seems bugged after recent patch

Suddenly a lot of high potential players are appearing (Scouting is 100%) and very few teams are using the Rule 5 draft (70+ teams in league). I just drafted three 4.5-5 potential guys this way. Never happened before for hundreds of game years. There are usually only 2-3 star potential guys in Rule 5 drafts, and many teams use this opportunity.

Has the Rule 5 logic regressed to a previous state? I remember this being a problem in OOTP 19 or so.

I'm not going to say that there isn't a problem but a couple things I noticed

1) It looks like you're drafting at #74 so it must be a huge league. Maybe the amount of players has caused a glitch

2) Yes they have 5 star potential but you now have to keep three 1.5 star players on your team and 40 man roster for the coming year.

You can mitigate Rule 5 prospect farming somewhat by reducing the roster size. I've run with 23-man rosters before and, let me tell you, those 1.5 star Rule 5 players get a LOT of painful playing time.

Also, that 5-star potential guy is already 22. He's probably not going to develop to 5 stars.
