Scouting the International Scouting Discoveries

Upon discovery, international scouting discoveries have a "very low" accuracy rating, but in a different text shade (white) than players who are otherwise very low (red).

However, the greater problem is that the game cannot recognize the white-text very lows as the red ones, so if you filter by scouting accuracy, the white-text players are left out from all available options (ranging from very low to very high). This goes for discoveries other teams release into the free agent pool, as well.
