What scouting bucket do foreign pro leagues fall into?

As I set up my scout priority allocation (majors vs minors vs amateur vs international), if I'm a MLB team what category would a professional league in, say, Korea or Japan fall into? And while I'm asking, what about foreign minor leagues and domestic independent leagues?

Major League Scouting
Money spent on scouting major league players. This includes players from any parent league in your game that are in the same nation as this Scouting Director, as well as all free agents that have at least one day of professional service time

Minor League Scouting
Money spent on scouting minor league players. This includes players from any child leagues in your game that are in the same nation as this Scouting Director

International Scouting
Money spent on scouting players at any level who are in a different nation from this Scouting Director. Note, however, that for purposes of scouting, all free agents that have at least one day of professional service time count as "major leaguers," while free agents with no professional service time count as "minor leaguers."

Amateur Scouting
Money spent on scouting amateur players, such as those in an upcoming first-year player draft. This includes any players with no professional service time.

So if Player is in FA, then He will effected by Major scouting or Minor scouting.
If he is in KBO or Japan International League, then he will effected by International Scouting.

On the player scouting page, in the text description of the report, I believe it should say what "category" that player falls under as well.

Thanks for all the answers. I’m getting back into OOTP for the first time in a couple versions and evidently there’s some scouting QOL updates that are new (or maybe I just wasn’t aware of previously).

I have a similar question about this. If there is no international league in my save, then should I set International Scouting budget to 0%?

I didn't think about that. but after I wrote a answer above, I got a curious.
