Free Agency signing get put on irrevocable waivers immediately.

As the title says, my free agent signings are getting placed on irrevocable waivers immediately after accepting the contract deal I gave them. AI isn't in control my roster movement. I'm simming one day at a time. There is room on my secondary roster.

I'm completely at a loss as to why my signings are being place on waivers right away. Almost to the point of being unplayable since I can't sign any players in the offseason.

I'm not sure if there are game/league settings that affect this or not, but any tips or fixes for this problem would be greatly appreciated. Thanks in advance!

PS: Playing OOTP25, but this has been a common occurrence for me in the past 3 game versions.

I've added some screenshots of what is happening in the game. Another thing of note is that im playing in Challenge Mode. If its a simple league or manager setting that needs to be changed please let me know, i havent been able to figure it out from ready other threads.

For now, try not to sign a FA and then have the AI set up the org.

I'll have to run a new game to free agency, and try to sign a higher end FA. I'll see if choosing the AI button is causing the issue.
