Cash issue

Still noticing a team cash issue, where no team ever gets to keep the cash they have on hand at the end of the year. It is very strange. You can see the 3 relavent screens below. Given the finances, budget and and expenses, tjhey should have had the max cash at the end of year, but they like all teams, are winding up with 0
