Expansion option disabled

I usually run an expansion team, but the expand league option is disabled, so I cannot create an expansion team.

Is this because the game starts so close to opening day?

How can I fix this without running a whole year?

I read if you add the KBO it moves the earliest date further back and you can add an expansion team but idk how to even get that far

I frequently create backups in case I care to roll back a month or so. Do you have a backup from earlier in the offseason?
