Spending available money

Hey there,
I am brandnew to OOTP and came over from Football Manager; OOTP is a great game by the way.
Now a newbie question:
What is better? Spending your available money on good ( better ) personnel or is it better to spend your available money on budgets like scouting or development?

If you are playing a low-budget team, I would suggest cutting the scouting budget to the bare minimum but investing in good staff, particularly a good scout and a good trainer. Pump the remaining funds into the development budget. However, I would replace the entire staff with the best coaches available given the chance. If you have some half-decent coaches, it's a good idea to keep them for a season and save some money. Do not compromise on the Scout and Trainer, however. These two are essential.
