Duplicate Card in Starter Packs

I can't remember, but guessing I wasn't supposed to get a duplicate card out of my starter packs, let alone in my first pack. Am I correct?

edit - I got 2 dups and the dups were in the same packs as the originals.

Duplicates can happen.
