Promotion/relegation numbers

I don't understand the changes to the promotion/relegation numbers?

Can you keep at 8 or higher? Tired of Diamond or Gold purgatory when promoted. The higher the number the less a certain level does not feel like a jail.

The numbers need to be balanced in a way that there are 24 Diamond Leagues to feed into Perfect League to keep it at one Perfect League. So things have to be adjusted at each level, and it can't just stay at 8 or more all the time

So it’s not the number of promotions or relegation but the number of gold leagues feeding into Diamond?
