Display penalties in 2D

When playing out a game in 2D, a penalty that is called shows in a pop-up window. But if there is a pair of off-setting minors or a fight, only one of the two penalized players shows up in the pop-up. This has been a problem in all previous versions, too.

Agree. It is most annoying with fights since it would be nice to know who both combattants were when the dialog box pops up.

I know, I've had it on the list for years but it never seems to make the cut. I'll ask again.
