Retention Impacting Money Available

My online league just made the switch to OOTP 24. We sim one day at a time, every day, as such there are things we do admittedly forget when they pop up once a year.

That said, upon hitting 24 and the start of our off-season, something seems off with regard to retained salaries impacting the prior team's money available.

I have deleted the vast majority of players from the league for this example, but left a few that are causing an issue.

For example as of this, the Cubs have 44,680,974 dollars available for 2024. They retained 100% of Ryan Copeland and Alex Ramirez 2023 salaries, both are FA's to be. Removing the retention of Copeland moves the Cubs number up to 73,660,974.

As a FA to be anyways, why is this salary being counted against either team, let alone his former team?

Another example would be the Pirates with 33,561,862 money available. They retained LA Dodger's Andres Yanez 19M salary in 2023, again, that 19M is being held against the Pirates at the moment when it seems it should not.

Is this being handled correctly or is there something to it that is off?
