Assign Scouts not working?

I have AI turned on for assign scouting.
I started on July 1st (standard game)
There were 2 tournaments on July 14th - Edmonton U14 and Riga U18.
It sent a scout to Riga U18, but not Edmonton U14.

Clicking on action menu -> assign AI scouts did nothing.
In fact, I can't even change the scout the AI sent to Riga U18 - even if I turn off scouting.

In November, with AI turned off to scouting there are 6 tournaments and doing action menu -> assign AI scouts , it populates 4 of the 6 tournaments. The two that it did not are Toronto U16 and Helsinki U16 even though I have plenty of available scouts. I can manually drag scouts to the two tournaments it didn't assign one too.

is there something I'm overlooking or is it a bug where it isn't working 100% correctly? Thanks

Which team are you controlling? The AI for some teams won't scout certain types of tournaments, and it won't assign more than (total number of scouts/3) in one month (since every scout assigned to a tournament slows down the regular scouting process slightly.) Although thinking about it, we may need to loosen the latter restriction a bit.

I'm using the Pittsburgh Penguins - standard game, no changes made to starting configurations.

You say 3 scouts will be assigned per month? In the month I'm on it assigned 4 scouts to 6 possible tournaments.

I have scouting set to me but used the action menu -> assign AI scouts and that's what set 4 scouts.

No, the maximum the AI will assign is your total number of scouts divided by 3.

Ah, sorry misread that bit.

I'm still a bit confused why in July, it only assigned 1 scout and even with scouting set to me, wouldn't let me remove/change the assigned scout and assign a scout to the tournament that it didn't assign one too.

I guess once the 1st of the month has passed, you can no longer assign/change scouts manually?

Yeah, it's only changeable on the 1st.
