Why Does OOTP Always Move Imports To a New Draft Year?

I put historical imports in all 4 of my MLs within my EBL vs MLB universe. I set every single one of them to 2038. All showed up in the 2038 Draft Pool. Come draft day it moved 26 of 150 players to other draft years. I imported the DiMaggios' Dom was drafted, Joe was moved to 2039, Vince went undrafted. Vladimir Guerrero Jr was moved to 2040. Mike Soroka, 2040. Bo Bichette 2039.

Were the impacted 26 players particularly young at the point of import? And, as an aside, did it put any of them in college (to include the game creating any fake college stat lines for them)?

Most are historical rookies, 2018/19. plus the DiMaggios and 1 NLB player I believe so. tatis & Joe Dimaggio have college listed and many of the picks that did go through in 2038 have a college listed.

The game shouldn’t be inventing fake HS or COL stats to historical imports. Luckymann found this bug but it has yet to be addressed in 24. Similarity, it should not be placing them into a college-like status if imported into a draft class (by that I mean a sophomore waiting for later year eligibility)

I'm going thru each import and making sure they are eligible for the 2039 draft. This has been an issue since 22. i am also taking out the colleges for them. What's odd though is that my 2038 IBL draft (link above) many that should have a school, do not. So far in my EBL draft, there are 4 imports out of 60? Each league received imports for 2 rounds. Still trying to figure out why players that should be in that years draft that I changed draft year to 2038 and show up in draft class are put into another year come draft day. I shouldn't have to check this 3 times a year.
