No money for free agents

I'm in the 20th year of my fictional league at the start of free agency and I find my team is the only one of 24 teams that is listed with no money for free agents. This despite the fact that my projected budget room is more than $1.8 million. Is there a reason for this that I'm not aware of and what will happen if I bid for free agents and they agree to sign?

If you have an owner in place, they may tell you it can't happen.

Well, I just signed a free agent without any feedback. And my business screen shows there is still no money for free agents.

Yes. And since I signed a second free agent, that may be why, so in future I won't worry about it.

Or, you could go to financials and rearrange the numbers to give yourself a decent (but not limitless) amount of money, in order to compete with other teams. I have done this with cheap small-market teams, to force them to compete, and, within reason, it works. Admittedly there is no corollary with IRL, unless you just assume that all owners are wealthy, and any of them could plow more money into the team.
