many Eastern European in Free Agency in 70's - Historical Chalenge

Hi,

is it normal to have many Russian/Czech available to sign in the 70's ? I tried a couple of WHA historical challenges and there are a couple of 4,5/5 * players that completely make the league unbalanced

since my scout rating was E I didn't sign them, thinking that the ratings were overrated but in fact no

it seems that these player never played in NA, at least in the time period

If the Iron Curtain rule is turned off, they'll be signable, but otherwise they won't be.

aaaaaah fought it was hardcoded, not in the options. Found the option to tick, thank you!
