Tournaments with Regional Teams

I see from the manual that you can set up tournaments that draw from regions, but that (1) these regional teams can't be automatically generated, and (2) the regional teams won't retain history.

So, I was thinking of trying the following:

1. Create dummy countries for each region I'm interested in being in the tournament. Give them a population of 0 and a bbqual of 0 so it's extremely unlikely any players will be generated directly for these countries by random chance. I might have New England, South Atlantic, whatever...

2. Turn each "state" in Japan, Canada, Mexico, United States, Venezuela into a country so that there are so many BBQUAL 5 countries no single "real" country will generate enough players to field a team. I wrote a Python script that makes it easy to do this, although trying to do it by hand would be a thankless chore I admit.

3. For each country, specify the relevant region as a Second Nation at 100%. So, e.g., every player from Connecticut would have the "country" of New England as a Second Nation.

I haven't tested this, but assuming when tournament time rolls around, the computer will find that the only countries with enough players to field a team are the various Regional Countries and it will pick the best ones based on the players with that Region as a Second Nation. Bonus, since these Regions are countries their history will be retained.

Has anyone tried this?

My one concern is that by giving the dummy countries a bbqual of 0, the program might disregard them from the tournament regardless of the quality of eligible players from that country. As far as I can tell, the program doesn't really treat bbqual as an evaluation of the quality of players from a country. Randomly generated ball players from a level 0 country are just as good as any other randomly generated player from that particular league, it's just much less likely that players will come from those countries. However, I can imagine maybe in this one situation bbqual might actually matter.
