Developmental Budget
I've added money into my developmental budget and get a message that "being over budget, the development budget is limited to half the League baseline".
The league baseline is $13,500,000 I have $14,720,000. Do I need to reduce my PD Budget? If I don't, do I get penalized in Player Development? |

Not being allowed to spend money on development is the price you pay for spending too much on salaries. The game requires balancing priorities.

One thing I will do in such traps is to [1] change the basic rules on salary cap or revenue sharing or gate receipts sharing or even minimum budget, to restrain the big-money teams; or [2] simply give the small-market, low-budget teams lots more cash; each in an effort to level the playing field. It forces the Yankees, the Mets, the Braves, the Dodgers to be more clever, and should give the Pirates, A's, Royals a chance to sign some FA and/or invest heavily in development or scouting. Of course those newly-funded teams could still screw up the opportunity.

I have never noticed dev budget has much impact on player development. Coaching however in my experience is 90% of it.
