Something's off with pitch velocity

I play out all my games, and I always have the pitch location widget showing.

I've started to notice that there's something strange going on with the velocity of pitches. First, I saw that Antonio Senzatela's pitches often were extremely low velo. Like 10 mph under his reported range, even though he wasn't tired, injured or anything else.

Right now, I'm looking at a pitcher with a 90-92 velo range, and I'm seeing fastballs in the 95, 96, 97 mph vicinity.

At first, I thought this might be related to the individual pitch rating somehow, but I don't really see a pattern. It also doesn't seem to apply to all pitchers, at least not in all situations.

I've uploaded an example that I just took while writing this post, of my pitcher, Juarez, throwing a 98 mph fastball. His range is supposed to be 90-92.

Is this a bug? Is there something I'm not getting? Does the velo on the pitch thrown even matter, or is it just a cosmetic thing?

Ok, managed to reproduce this several times in a row now:

- Start new game, standard, no changes at all. Select Colorado.

- Go into comissioner mode, remove Senzatela's injury. Set his days left on IR to 0, move him to roster.
- Play first game with him as starter and watch his velo be wildly inconsistent.

Example here, where he pitches 3 fastballs in a row at 88 mph. Against both the batter before and after this one, he pitched for 95-96 mph.

So something's going on here, and I've now seen this go both ways (the pitcher velo being far too high or far too low). Seems to be perfectly reproducible, so I hope it's possible to debug.

Run a report on pitches and pitch velocity per player, team.
Anecodotal accounts will not get attention.
Oh wait you can't run a report

Eh, this is easily reproducable, as described above, so calling it anecdotal is a bit misleading.

For what it's worth, I saw some weird velo stuff happening today in my save.

Coincidentally I was also using a Rockies pitcher, Kyle Freeland, who sits 90-92 but for one whole inning he threw all his fastballs in the high 80s. Weird.
